RULES & REGULATIONS

1) The Enchanted Mountain Stage Race is organized by the Olean Cycling Club under the rules of the United States Cycling Federation (USCF permit #1998-001093).

2) This race bible is a guideline highlighting special technical regulations and promotional considerations. All USCF rules will apply. Specific stage race rules listed in the 1998 USCF Rulebook including the schedule of time penalties will be enforced.

3) The official race headquarters is the Inn at Holiday Valley in Ellicottville, NY.

4) All stages shall start promptly as scheduled and will be conducted regardless of the weather conditions, unless the officials and the race promoter agree to modify and/or cancel a stage due to extreme weather conditions.

5) Helmets meeting USCF requirements are mandatory. Helmets will be in place on the rider's head anytime the rider is astride his/her bike from the beginning of registration to the completion of the final stage, including the last awarding of prizes.

6) All race numbers and frame numbers must be worn throughout all days of racing. Folded or badly pinned numbers will not be tolerated. Riders disobeying this rule will be fined and charged for a new number.

7) NUMBER PLACEMENT - The number shall be worn on the right and left side of the back. Do not fold or crumple your number. Pin the lower right hand corner of the number at the seam side of the jersey 4 inches down from where the side seam meets the sleeve seam. Run the lower edge of the number along the side seam. Pin the lower left corner, making sure that the number is flat on the back. Then pin the top left and right corners.

8) All riders and/or team managers for the Senior Men Pro/1/2 and Senior Women 1/2/3 categories must attend mandatory meetings at 10:00 AM and 10:30 AM, respectively, on Friday at the Holiday Valley Main Chalet, adjacent to the registration site.

9) Riders MUST SIGN IN before every stage. The sign-in for the first stage will be at registration. Failure to sign in will result in a penalty of 30 seconds for the first offense and 60 seconds for the second offense (NO EXCEPTIONS).

10) After registration, riders could be tested in Medical Control. If in fact there is Medical Control, it will be announced at the start of the race and no prize money will be awarded until the riders pass.

11) Riders must complete all previous stages in order to start the next stage. A rider suffering a mishap during a stage, which prevents him/her from finishing, must report to the Chief Judge to determine if the problem is legitimate.

12) Riders MUST NOTIFY AN OFFICIAL IF THEY ARE INJURED and may be submitting an insurance claim so that a USCF Report of Occurence Form can be filed.

13) Placings by individual general classification will be determined by the sum of the individual stage times plus applicable time bonuses and penalties. Times for riders will be calculated to the nearest second. Riders finishing in a pack will be given the same time as the leader of that group.

14) Ties in general classification will be broken by adding the sums of stage placings for each rider. If still tied, the tie shall be broken by the placings in the final stage.

15) Time bonuses will be awarded to the top three finishers in each category in the Road Race and the Criterium. The time bonuses will be as follows: 1st - 10 seconds; 2nd - 6 seconds; 3rd - 2 seconds.

16) Time bonuses will be awarded to the top three in each prime in each category other than the Senior Men Pro/1/2 and Senior Women 1/2/3 categories in the Criterium and in the Road Race. The time bonuses will be as follows: 1st - 5 seconds; 2nd - 3 seconds; 3rd - 1 second.

17) For the Senior Men Pro/1/2 and Senior Women 1/2/3 categories, points will be awarded to the top three in each sprint in the Criterium and in the Road Race. The total points will determine the overall winner of the sprinter's jersey in each category and prize money at the end of the three stages. The points will be as follows: 1st - 3 points; 2nd - 2 points; 3rd - 1 point. Ties in total points will be broken by the placings in the last sprint in the Road Race.

18) For the Senior Men Pro/1/2 and Senior Women 1/2/3 categories, points will be awarded to the top three in each KOM/QOM in the Criterium and in the Road Race. The total points will determine the overall winner of the KOM/QOM jersey and prize money in each category. The points awarded in the Road Race will be as follows: 1st - 3 points; 2nd - 2 points; 3rd - 1 point. A half-point will be awarded for first place in each KOM/QOM in the Criterium. Ties in total points will be broken by the placings in the last KOM/QOM in the Road Race.

19) A leader jersey will be given to the leader in each category. Race leaders will be required to wear them. A rider will keep the leader jersey only as long as he/she is the leader in that category.

20) An awards ceremony will be held on Saturday, May 30th, at 8:30 AM adjacent to the start line at the Holiday Valley Resort for presentation of the daily prizes for Stage 1 and the leader jerseys. Recipients MUST BE PRESENT for the ceremony or they will forfeit half their prize money.

21) Results will be posted at the Inn at Holiday Valley, Ellicottville and at Greater Olean Inc., 120 North Union St., Olean on the evening following the first two stages and at the start line on the morning of the last two stages.

22) Any riders caught riding more than two abreast or interfering with the flow of traffic in any way, while warming up or traveling to and from the race, will be assessed a 30-second time penalty with no warning for the first offense. A second offense will result in disqualification.

23) DISQUALIFICATIONS-In accordance with 1998 USCF rules, the following offenses will result in disqualification:

a) Behavior dangerous to the rider or other competitors;
b) Holding on to a motor vehicle;
c) Failing to ride the entire course, by taking a short cut, riding in a motor vehicle, or by other means;
d) Pulling or pushing another rider or another rider's equipment during a sprint;
e) Willfully removing helmet during the race;
f) Fraud or attempted fraud during the race;
g) Passing through a road closure;
h) Assaulting a competitor, an official or a third party;
i) Conspiracy to cause any race to result other than on its merits;
j) Engaging in grossly unsportsmanlike conduct;
k) Using prohibited drugs;
l) Mixing in with another category i.e. either riding with the lead pack or a chase group of another category or finishing with the lead pack, chase groups or main pack of another category.
1ST OFFENSE WILL RESULT IN PENALTIES!

NOTE FROM THE CHIEF REFEREE REGARDING THE ABOVE RULES:
As you know, it is impossible for officials to be everywhere at once. However, if a rider should be observed either by an official or a member of the promoter's staff in violation of any of the above rules, appropriate measures will be taken. If a rider is reported for improper behavior by a member of the community or any member of the promoter's staff, the matter will be reviewed by the Race Commission and appropriate measures will be taken, with all decisions final. Gross improper behavior on the part of a rider can result in penalties as stiff as disqualification of the entire team and/or a $100 team fine, depending on the severity of the offense.

1) The Senior Men 5 (29 & under, 30-44 & 45+), Senior Women 4 and Vets Women 35+ will receive 3 trophies per category for general classification and 3 medals per category for each stage. The Junior Men and Women (10-12, 13-14, 15-16 & 17-18) will receive medals for general classification in each age category.

2) A SmartFUEL sprinter's jersey will be awarded in each category based on points awarded to the top three places in each sprint prime in the Road Race and the top three places in each sprint prime in the Criterium. The jersey will be awarded following the Road Race and the Criterium.

3) A King/Queen of the Mountain jersey will be awarded in the Senior Men Pro/1/2 and Senior Women 1/2/3 categories based on the top three places in each KOM/QOM in the Road Race and on the top place in each KOM/QOM in the Criterium. The jersey will be awarded following the Criterium.

1) Races for all categories start on Monroe Street in Ellicottville. This is a relatively flat course along a valley with a turnaround in the middle of a normal width road. The course will not be closed to traffic.

2) To get to the Time Trial course, leave the Inn at Holiday Valley and proceed north approximately 1 1/2 miles to the Village of Ellicottville. Turn right at the traffic light onto Washington Street, go 100 yards and turn right onto Monroe Street.

3) Parking will be in the parking lots just above the main chalet at the Holiday Valley Resort and in the parking lots and streets in the Village of Ellicottville. DO NOT park in the parking lot in front of the Main Chalet nor in front of the Quality Markets store since these are used for their customers.

4) Riders will start in the above order of categories in numerical order, except for the Senior Women 1/2/3 and Senior Men Pro/1/2 riders, whose order will be determined by a draw at the managers'/riders' meetings (teams/clubs must have at least 4 riders competing in the category to participate in the draw). The riders will start at 30-second intervals. Riders should be prepared to line up well before the start time for their category.

5) If a rider appears later than his/her start time, the rider's appointed start time, not actual start time, will be used for computing the results. A rider arriving late must wait to be started. The starter will allow his/her start if and when it does not interfere with riders who are prepared to start. DO NOT APPROACH EITHER THE STARTER OR THE TIMER ON THE LINE TO ANNOUNCE YOUR ARRIVAL!! Announce yourself to the "Line-Up" official who will direct you to the "Assistant Starter" who in turn will start you at the first opportunity.

6) The center line rule will be enforced. No drafting is permitted. Riders caught breaking these rules will be assessed time penalties.

7) The Time Trial course will be closed for warming up 15 minutes prior to the start of the first rider. Racers may NOT warm up on the Time Trial course after this time. Failure to adhere to this instruction will result in a 10 second time penalty for each offense.

8) Neutral support will be provided at stations located along the course.

9) The warmup areas will be Route 219 and Route 242.

1) Races for all categories start at the Holiday Valley Resort in Ellicottville. These are hilly courses with an elevation change of 1450' to 2200' and climbs of 10-12% grade and 1/2 - 1 1/2 miles in length. The 11-mile course has no climbs. The 32-mile course has 2 climbs at the 11 and 18-mile marks. The 48-mile course has 3 climbs at the 11, 24, and 35-mile marks. The 60-mile course has 4 climbs at the 11, 28, 38, and 47-mile marks. The 75-mile course has 5 climbs at the 11, 27, 45, 53, and 62-mile marks.

  • 2) There is a 20% time cut for the Road Race. Anyone not finishing within the time cut will not be allowed to start the next stage.

    3) To get to the Road Race course, get off Route 17 (Southern Tier Expressway) at Exit 21 (Salamanca - Parkway Drive). Turn right and follow the signs for Route 219 North and Ellicottville.

    4) Parking will be in the parking lots just above the main chalet at the Holiday Valley Resort. DO NOT park in the parking lot in front of the main chalet since this is used for resort guests.

    5) Riders should be prepared to line up well before the start time for their category.

    6) Time bonus/point prime areas will be marked on the courses with signs indicating "Prime - 2 km ahead and "Prime - 1 km ahead". The 32-mile course has 1 time bonus. The 48-mile course has 2 time/point bonuses. The 60-mile course has 3 time bonuses. The 75-mile course has 4 point bonuses.

    7) A rider crashing in the last kilometer must report to the Chief Referee so he/she will be given the pack time.

    8) WHEEL SUPPORT

    a) Neutral support will be provided for the Senior Men Pro/1/2 and Senior Women 1/2/3 categories. For all other categories, wheels must be provided for the support vehicles, which will be parked in the designated area adjacent to the start line at 8:00 AM. ALL WHEELS MUST BE IN GOOD REPAIR AND PROPERLY LABELED with the team name and/or rider's number. However, it is suggested that all riders race with a spare tire and a pump.
    b) All wheels will be recorded on a list in order to identify who has received which wheel during the race.
    c) Any wheels must be reclaimed immediately following the race from the designated area, or no later than 2:00 PM. The officials and the race promoter assume no reponsibility for wheels left after the 2:00 PM deadline. All wheels being picked up will be checked as to ownership before being returned to the rider, and the rider must sign the list indicating that he/she has received the correct wheels.
    9) The courses will be open to traffic, so PLEASE obey all traffic laws. The center line rule will be enforced.

    10) The warmup area will be Route 219.

    11) FEEDING

    a) Each feed zone will be marked with "Feed Zone - 1 km ahead", "Begin Feed Zone" and "End Feed Zone" signs .
    b) No feeding is allowed outside the feed zones or from any vehicle.
    c) All feed zone vehicles must depart from the start area prior to the Road Race start in order to travel to the Feed Zone.
    d) Feed Zone vehicles must use an alternate route back to the finish area. They may not follow or interfere with the race caravan.
    e) The race organizer will provide water bottles at all the Feed Zones. However, riders SHOULD CARRY THEIR OWN WATER BOTTLES or have them provided by their support personnel since the bottles provided by the sponsor are limited in supply and may miss a rider.
    12) Directions to the Feed Zones from Ellicottville: a) To get to the Feed Zone on Route 243, head south approximately 4 miles on Route 219 to Great Valley. Turn left and proceed north approximately 24 miles on Route 98, through Franklinville, to the intersection of Route 243. The Feed Zone is approximately 0.5 mile to the east. Vehicles should park after the "End Feed Zone" signs.
    b) To get to the Feed Zone in Hinsdale, head south approximately 9 miles on Route 219 to Salamanca. Get on the Southern Tier Expressway (Route 17) and head east. Get off the expressway at Exit 27 (Hinsdale). Turn right and proceed south approximately 1 mile on Route16 to Gile Hollow Road. Turn right and proceed north approximately 2 miles, bear right at the Y and proceed approximately another 2 miles. Vehicles should park before the "Begin Feed Zone" signs.

    CARAVAN
    PROCEDURES

    1) Only support vehicles designated by the Chief Referee will be permitted to follow the racers. No vehicles larger than minivans will be allowed. All caravan vehicles are under the jurisdiction of the Chief Referee. All vehicles should activate their HEADLIGHTS AND FLASHERS as soon as the race starts and they must remain on throughout the entire race.
    2) To service a rider, the support vehicle and rider must stop to the extreme right side of the road. Vehicles will provide service from behind the rider, protecting the rider and mechanic from traffic.
    3) NO PACING BACK TO THE PACK FROM ANY VEHICLE!!!
    4) NO FEEDING OR SERVICING FROM A MOVING VEHICLE!!!
    5) Riders rejoining the caravan should do so on the right side of the roadway. Drivers of vehicles in the rear should tap their horns to warn front vehicles that riders are in the caravan. Each driver in turn should do the same. Drivers of vehicles must be aware of this occurrence and move towards the centerline allowing the rider room and protection.

    1) Races for all categories start in downtown Olean. This is a mostly flat and wide bioval course with 8 turns, 0.85 mile per lap, with one small hill. The course will be closed to all traffic.

    2) To get to the Criterium course, travel to the intersection of State Street (Route 417) and Union Street (Route 16) in downtown Olean.

    3) Free parking will be in the city parking lots on North 1st Street and on North Barry Street. To get to the city lots on North Barry Street, turn left from East State Street onto North Clinton Street. Turn left at either Tompkins Street or Jay Street. There will be someone at the Tompkins Street intersection to allow traffic to cross the Criterium course into the parking lot. Please DO NOT park in the Blue Bird Square parking lot because this area is for the customers of Eckerd Drug Stores and Poppy's Video Music Books.

    4) Riders should be prepared to line up well before the start time for their category.

    5) There will be a break following the completion of the Senior Women 1/2/3 race for children's bicycle races and the awarding of prizes.

    6) Races with combined categories will have a staggered start. The number of laps for each category may be adjusted as needed. The time bonus primes will be awarded on the same lap to each category. In the Vets Men 45+/55+ race, the cash primes will be awarded on the same lap to each category.

    7) The free lap rule is in effect as long as there are more than 5 laps left in the race. There will be neutral support.

    8) The officials may pull riders out of contention at their discretion for safety reasons. The overall general classification of pulled riders will be determined as follows:

    a) Any rider pulled in the first half of the race will be eliminated from the Stage Race.
    b) Any rider pulled out in the second half of the race will be given a pro-rated time and placed in the final general classification.
    c) ANY RIDER WHO PULLS HIM/HERSELF OR STOPS RACING AT ANY TIME, FOR ANY REASON OTHER THAN AT THE DIRECTION OF THE OFFICIALS, WILL BE ELIMINATED FROM THE STAGE RACE.
    9) The warmup areas will be the West and East River Roads. To get to these areas, proceed south on South Union Street (Route 16) across the bridge over the Allegany River. Take the first left for the East River Road or the first right for the West River Road.
